1:1 rebuild is a fundamentally flawed model. By definition you can't fix bugs or accept contributions. See above meme. As a package maintainer, you should be able to understand that.
CentOS changed, accept it. It's no longer fundamentally flawed. It's now the major version that RHEL minor versions are created from. It stays major version compatible with RHEL, but has just enough room to change for the next RHEL minor versions. This is what CentOS is now, and it's a huge improvement.
