I guess this exposes the limits to this kind of approach to use indirect regulations to enact change, rather than intervening directly.

If you want public administration to use free software you need to actually *invest* in it up-front, and long-term, otherwise it's just extra bureaucracy for every individual agency to justify why they're sticking with the old proprietary thing.
