I will say I think the best thing I did was just host a workshop at my local library for the immediate local area. Now there's a dozen nodes nearby because we all came online together. The more nodes there are the more fun it is to tinker with and the more useful it'll be in an emergency!
Also try and recruit businesses with taller buildings to let you put them on their roof. I got permission and a solar node but I still need to mount it.
Now that there are more nodes the HAM radio club is super into the idea too. So they're offering their towers on hills for nodes, but I gotta figure out how to help them figure the mesh out and I'm still such a newb.
I think municipal services could really see the utility once the initial structure gets up and running. But it'll be hard to convince them when it's still beta or just a neat idea.
Having a meetup group or Eventbrite date somewhere convenient is great too, we've gotten a lot of people on board by talking about it and showing the radios and the mesh map at the farmer's market.
