it only really works when you have an a balance of power between the houses, and a head of state who is actually prepared to use their powers when the situation calls for it. unfortunately, Westminster no longer has either - if the King did exercise his theoretical power to dissolve parliament without the agreement of the PM there really would be a constitutional crisis in the UK; and the House of Lords has steadily lost any actual power to stop harmful legislation - the most it can do is delay it for a year, which is only useful when a general election is imminent. in practice, the Commons is an elective dictatorship these days, and nobody seems very interested in changing that as soon as they're in a position to do so :-(
