Not sure if this is still the case, but Switzerland used to have a central timetabling authority that worked across trains, buses, ferries etc.
The operation of lines/ groups of lines within this timetable was then franchised out. So still a motivation to run efficiently, but all as part of an overall service to the country.
Perhaps too logical an approach for the UK!
