Granted, modern firmware may itself emulate it on top of the EFI framebuffer, but all least would still work even if kernel KMS is broken in some way.
...and yes, I know the kernel can itself use the EFI framebuffer, but depending on how old the hardware is there might not be one, but VGA/VESA BIOS emulation may be available.
At any rate, there shouldn't be any reason to remove the VGA console from the kernel even if the console emulation on top of KMS gets moved to userspace.
