A very cheap refillable fountain pen is a Platinum Preppy. Don’t know how much cartridges are I don’t think it takes the international standard cartridges. But it’s a very good pen performing better than many others at a higher price point. You could get a converter, but the converter is quite expensive in comparison to the pen. The reasons probably because the same converter can be used on much more expensive platinum pens.
