It would prevent them both desperately trying to make each other bear the costs for as long as possible.
No doubt it would create a perverse incentive to assess people fit for discharge before they were, though. And the right fix is to tackle the scarcity of carers and everything they need. But it might go some way to joining up the counting and therefore the thinking.
