He was a cardinal for a bit. I don't think that still holds. The rank of Cardinal is a bit weird in my mind. It isn't an actual ordained ministry. It is somewhat honorary. Bishop is the main thing, they are the successors to the original 12 apostles. The pope is just a bishop of a particular special diocese, Rome, and that gives him special jurisdiction over the whole church. So I guess he isn't a cardinal anymore but I am not sure how that works.
