The data doesn't agree with that claim at all. There are 300K who he doesn't have data on. That's not 300K who are not receiving an education - far from it. Many of that 300K will be receiving a good education, especially those with parents who have time, and of course the rich ones with time, education and tutors.
The problem is it's not all of them, but trying to string it as 300K not receiving an education is nonsense.
