Until about 1500, most of humanity lived in non-state societies. Clans and chiefdoms are still mostly functioning on the peripheries of third world states, albeit with at least token deference to the central government.
Band societies are almost extinct though. The Pygmies in the Congo and the San in the remoest parts of the Kalahari are the last partial holdouts.
