Harvard cutting back on new grad students is a small case study in societal decline.
The "vulgar liberalism" (phrase used as a match to "vulgar Marxism") idea of decline is that it's from some central source, some bad person, probably supported by an imperial enemy. This is why liberals were beclowning themselves since Trump's term saying that he was a Russian agent. They've backed off (a little?) on the Russian bit but still seem to think it's all Trump.
