Local Cops in Texas have been doing this for a long time. It's called "Civil Asset Forfeiture". No Trial or even Charges are needed. They just steal your stuff.
They specialize in seizing property where it cost more in legal fees to get the property back than the property is worth; vehicles, jewelry, cash, ...anything of value by declaring "it was used for drugs".
Out-of-town Travelers are the best targets because they won't return the 10 times needed to fight in local courts. It is LITERALLY highway banditry.
