One of them has a history of violent behaviour. I am guessing a persons history e.g previous convictions vs no previous convictions is a factor.
If they were smirking before lets see how many of them are smirking after.
I still agree on the JSO thing, perhaps under the circumstances the JSO five will be releasted to free up space for people who are clearly a danger to society.
