By contrast, it hardly even follows. 'Third worlders create no culture' just isn't true, rather self evidently, Look around at the music people listen to, for example many forms of black music are hugely popular in the United States (The world hegemon, ergo worldwide). Many third world countries have extremely popular food, like India.
And that's not me arguing for immigration either, I don't believe immigration is 'good' because of foreign restaurants or anything like that. But to claim the third world creates no culture is simply preposterous.

Again, lets look at the average peasant from London between it's inception and 1850. You will not find them, any smart person from London from these times were almost certainly born into wealth, or occasionally made their way up the ranks of the church. These, after all, were the only people getting educated.
