The trick is to ignore "best practices". Ignore relay lists and use a list of know good relays. Make people configure relays on a per-client basis instead of trying to sync their relay lists across clients. Also, offline supports helps a lot. Self-hosting a relay helps a lot. relay.ditto.pub and relay.dreamith.to are really good relays.
