ideally you'd start with a cheap modular design, identify all resources needed for each part, and then modify it on the fly to address new threats. also it looks like nobody's actually checked appalachia for rare earths?
this could actually just be an appalachian mom and pop chip fab that piggybacks off old mining infrastructure there and potentially hires workers from that region if someone can identify which part of it has rare earths
