I *think* I've seen a dev address the suspension circumvention question as well, but months ago and in a random thread.

My suspicion is that illegal content gets filtered out of the whole AT ecosystem, but suspended accounts get filtered out of Bluesky-the-app, regardless of PDS, but that's based on a very faint memory and shouldn't be trusted.
