In terms of trying to spend monies to rebuild america, rebuilding rotting infrastructure like bridges/roads/utilities only goes so far. He or anyone serious about fixing this country would have to set something in effect to reverse all the manufacturing outsourcing sponsored by Wall Street and other greedy money groups. Things such as restrictions on import of manufactured goods and grants to rebuild the lost manufacturing plants, reproduce the exported equipment, and re-educating the population to enter the revived industries as much of the skills were not able to be handed down.
It's necessary to do so as without this there will not be enough commerce and thus tax revenue to actually upkeep all the rotting infrastructure that literally trillions of dollars were spent fixing. All that repaired infrastructure will just rot again as it has over the past 2-3 decades. Revive the industries first and the demand for better infrastructure would also take care of much of the need repairs with private funds lessening needed tax revenue.
