To drive a car you need to pass a test, to drive a bus you need to take a test, to fly a plane you need to take a test. Some qualification is required. To drive a country you only need get more votes than the other guy, qualifications don't enter into the equation. To be head of NATO you just need to grin a lot, no experience in the military required.
This is part of the reason why we are fucked. Ego instead of experience.
