Off grid gets rid of some of the issues of scale but takes up a lot of resources per person.
For example. In countries with cold winters, it's a lot cheaper to heat a big building with 100 apts in it than 100 small buildings each exposed to the outside world.
I don't know your background so I don't know what you mean exactly when you say rural and there is a world of difference between what different countries do, heavily influenced by transportation.
