The problem with the illegal drug market is that it sells drugs. People who buy drugs don't weigh their decisions objectively. They are literally on drugs. I bet people would continue to buy and sell drugs even if there was a 100% chance of being caught. Personally, I would never want to participate in an illegal parallel economy unless I had reason to believe I would get away with it.
