I think what defines slop is the low effort and low engagement in the creation of the thing. Like, a story written by AI where the "author" doesn't really care about the story, the character and their motivations, the world in which the story is set. They're just looking to get an end product. When asked about it, they really can't say any more. slop.
Versus, say, someone for whom writing is difficult (for whatever reason) and they've got this world in their head and spend a lot of time working slowly maybe paragraph by paragraph using the help of a language model and editing the result...I'd have a hard time calling that slop because really they did the creative activity. Like, if you understand what the code is doing and you used a model to suggest ways of doing it...like going from pseudocode to $lang, that's the kind of thing ML has been doing for a long time. But you also don't need a GPT to do that.
