Your "only question" is logical fallacy. Projects evolve. Would you argue that Python 3 isn't Python? Or openSUSE Leap isn't openSUSE? The CentOS project defines what CentOS is.

CentOS (Stream) defines what RHEL compatible means, so it's a great option. The exception is if you use vendor software with hard requirements on specific minor versions. But those usually don't keep up with the latest minor, meaning legacy CentOS didn't work either and RHEL EUS is the only valid choice.
