The proliferation of implementations changes the social coordination problem but not the incentive problem. Why a fork gets created matters more than whether it's built from scratch — if the motivation is to get a different governance outcome rather than to solve a technical problem, you've replicated the discretionary layer in a different body. Protocol diversity is only valuable if the constraints are the same.
