Don't be mistaken. It happens in the private sector as well. Many companies get bonussen (one way or another - can be the government hire them for a big job if they have x% of employees from a particular demographic) for hiring certain folk, who then can't do anything and are just there bumming around. It can be very lucrative to have them around like that.
