The main reason is that sometimes updates trigger recertification requirements (crypto library upgrades are a big one), depending on how strict the certification is. And that means sending it to labs and waiting for them to rubber-stamp it. This matters for RHEL but not really CentOS, so CentOS gets it right away while RHEL users have to wait.
