Doesn’t have to. It’s probably Foundry who will end up moving the mining space. They’re the biggest pool that hasn’t been actively mining spam, so they don’t seem to be ideologically motivated. I’m sure they’ll do some testing in the coming months with BIP110 signalling to test the software and then all of the rest will start doing it. They only have to mine one block to make everyone else to drop everything else and start paying attention.
