The feels like a reheat of the national ID card system that Tony Blairs gov't wanted to introduce and a lot of the old pro/con arguments still stand.
For me the Digital aspect adds a whole layer of Noooo! but you don't even need to go that far.
Its the mission creep that kills it for me.
The classic mission creep around Ant-terrorism legislation should be a lesson to us all.
