He's right. I get what he means. He's saying that difficulty adjustment stuff combined with some kind of limit on gameability of it is actually the most important thing to a blockchain protocol, which allows minority soft forks to not have to hardfork. I am actually in favor of rethinking the difficulty adjustment algorithm (DAA) in Bitcoin (XBT).
