I won't apologize for the maintainer; he's unpleasant ... but systemd _is_ architected in the way you suggest, for the most part. It's not necessarily made obvious, though, that systemd is a collection of daemons that integrate with one another via a common API. Consider KDE - are you upset that Kate and Plasma are part of the same project? I'm not.
