I disagree that the up-stream issue is social care. That's just another down-stream presentation of need, if perhaps not so far down as the emergency department. Shifting need around the health and care system isn't the solution.

We have a whole field who have done the root-cause analysis and are highly trained and experienced with the skills to act on the evidence. Someone just needs to give us public health professionals the capacity and resource commensurate with the challenge
