Because it ought to be giving power and agency to the workers and not to a person doing little actual work. These can take the form of worker-owned businesses or co-ops in a capitalist system. This attitude is the opposite of paternalistic, in that, the ideal form of economic power is distrubuted among the people and not concentrated in the hands of a few wealthy moguls.
Yes, this is different from state socialim and central planning (note that capitalist corporations still do central planning), and both are, because of their top-down authoritarian nature, paternalistic.
