I was referring to userChrome.css and userContent.css. There's no such thing in Chrome. I also mentioned Sidebery in the article. There's no such thing in Chrome either.
Of course, Vivaldi does provide better customizability but that's a different flavor entirely and requires a full rebuild from source.

Extensions allow you to override most of the keybindings. Yeah, it's not ideal but with some exceptions pretty okay.
