This is all napkin math but I think it checks out. If I have 5% of the hashrate it will be more worth it for me to wait and try for the complete template as long as the block subsidy is (>5% + the probability of me finding a block based on the time I wait out of an average 10 minutes). If the tx fees I earn from mining an empty block instantly will account for less than the Bitcoin I would earn based on my likelihood of winning a complete block with fees I want to maximize my profits. Individual miners likely will likely do this all the way up to 2149 but pools won't.
