The thing is Tamaki/Destiny will never seek permits or do things in an officially sanctioned way, not because they don't recognise the law, but because their narrative is that they are unfairly persecuted for their beliefs... these situations are set-up for their us-against-the-world outlook. Hence why they are so danged annoying. It's not intended to persuade or make you sympathetic. It's a performance for an internal audience and an exercise in group cohesion.
