Since 1992/1993 UEFA allowed Israel to compete under the European umbrella.
So you wouldn't have seen any during Euro or Champions League matches before that.
Unlike the national team fans during Euro and world Championships these club fans are often the hooligan types and they riot abroad. For example Feyenoord demolished the barcaccia fountain in Rome a few yrs ago.
