I see it as abuse. The individuals have not enough experience to realize they are ordered to do immoral/unethical things, including crimes. They cannot foresee the life risks they are taking. They each believe they are immortal.
This is why wars are mostly fought by the youth, under the orders of the old and corrupt. Adults are able to see refusing is ultimately less harmful to themselves.
