From what I gather the main issue is that there's also some sort of consensus around right to a due process, and the system is set up (likely deliberately) to be incapable of processing these rights at a reasonable rate. And that is weaponized to grind everything to a crawl. Trying to change the system to pick up the pace is a messy business that is set up to extract as much bad optics from whoever does it as possible, making it seem like they're playing loose with basic human rights.
