We don’t even need a “new law.”
My religion:
Spirit is in everything. There are no gods. People claiming otherwise are deluded or trying to sell me something. Associating with deluded people who will not accept help in freeing themselves from delusion is an unproductive waste of my life and makes me less well. Associating with people who are trying to sell me something is offensive to my religion.
As an atheist animist, requiring me to associate with or provide services to deluded people or people trying to sell me something is not allowed under the Constitution’s freedom of association clause and free exercise of religion clause, and the RFRA of 1993 https://www.congress.gov/bill/103rd-congress/house-bill/1308/text
