We desperately need an impartial, truly international rules-based order that will hold *everyone* accountable for human rights abuses, imperialism, and violations of sovereignty. We should have institutions in place so that the US would *never* feel free to do something like this.

But we don't. Instead, we have western hegemonic institutions that let colonizer states do as they please - as long as they are from the West.
