If the chat control only applied to politicians and bureaucrats, it would make sense. You are so called public servant, you should be transparent with everything. No mainstream media (in Czech Republic) reported on this round of proposals/voting. Not even today. Only the so called "far-right" and "tech" media covered it. It's funny that one of the article (released today, on the day of the vote) is paywalled. Shows how seriously these people take this attack on basic privacy and cryptography.
