NetBEUI alone shouldn't work - even if you find a way to make it functional, you'll end up having problems as more nodes come online. NetBIOS over TCP/IP will work - I reckon you could possibly do some wireguard or tailscale magic for that. NetBIOS over IPX/SPX could be routed via IP. I've done some initial looking into this but tbh you'll end up encapsulating over IP anyway. I suspect the best option would be NetBIOS over TCP/IP routing to/from a tailscale net of some kind.
