I absolutely do think it's possible, but not without the intentionality of the others involved. People often refuse to use text-based communication, saying it is annoying or inconvenient or inefficient. It's easy to forget that remote participants or nonverbal participants are even there, if a person isn't used to thinking about that. But if we have a person dedicated to ensuring that text-based communications receive attention, that improves things a lot. Usually, this happens because one person is thoughtful like that, not because it's standard procedure. I'm sure there are other things that can be done, as well.
