That is not at all coherent. Which God? Which sects notion of God? It is a big claim there even is one. And the Bible does not claim we have individual rights at all.
Rights come from our very nature as human beings. Humans means of surviving and thriving is using our minds to model how reality works and to predict on the basis of observation and modeling what is more likely to get us what we want and need. So the freedom to think, to use our minds and make decisions and act upon them is fundamental to human flourishing.
That freedom based on our very nature and it being essential to our flourishing is the very heart of all true rights - that and respecting that same freedom in others.

Thus it doesn't require a "God" or "Creator" as some other external authority that gives us rights. It only requires recognizing the fundamental nature of human beings.

No dependence on some particular religious view or interpretation whatsoever.
