I don't view the world through that lense, but I'd say while strictly speaking youre 100% right, in practicality it is indicative of isolated populations evolving with very little admixture with one another, and that comes hand in hand with all sorts of adaptations, presumably that could include neurological and behavioral adaptations to social and other pressures. So it's not unreasonable to say that there probably are at least some behavioral differences between visibly differing populations.
