It's unfortunate that chinese devices embedding DuckStation are stripping copyright notices. But the license change wont't hurt them at all. Violating licenses is an integral part of their business, or are they licensing all those 1000's of games they ship with?
And will it stop any end users from reaching out to upstream developers? If anything, it might become worse as this will most likely lead to forks from the latest GPLv3 sources.
