I'm guessing there, but I think it's because with the regular buttons, you want them to make contact no matter how they are pressed, but with the d-pad, you want it to only react to being pressed straight in that direction, and not to sideways movements. In particular, you don't want it to bounce when the finger on the d-pad moves sideways.
