The localisation gap.

A quarter of humanitarian funding was meant to reach local organisations “as directly as possible” — 70+ donors, 2016. In 2024, direct funding was 3.8%.

The body meant to measure the target decided it couldn’t be measured, and abandoned it.

The usual blame is risk appetite and paperwork. The plainer reason: a capable local firm can’t afford to wait months to be paid for work it’s already done, and no one lends the bridge. It’s invisible to capital.
And separately, invisible in trust — its standing can’t travel to a stranger who might fund it. Two sides of one problem.
