They could try the opposite of colonialism, and prevent both the US and China cornering resources, with a programme of African and South American centred sustainable development that keeps the value in the countries, and not just as sources of raw materials.
Politically, that would ensure open resource markets and prices not subject to monopoly. It would also put a very big spoke in the wheels of the Gulf oil states.
You could apply that from chocolate to coltan.
